Washington Vehicle Code RCW 46.61.400 states that drivers should never drive at a speed greater than is "reasonable and prudent" with regard to potential hazards. This means if there is a heavy rainstorm and the speed posted is 60 MPH, a driver is required to drive slower than the posted sign.
